Software or hardware ???
You can do a VPN with nothing but hardware
(ie:dedicated lines and phone co. routers)
or
You can do it with routers and some screwing around
(peep holes).
or
you can buy a hardware solution like this:
http://www.netgear.com/Products/VPNandSSL.aspx
that comes with a VPN client for the remote side.
The hardware version is the most safe way.
It depends on the budget and your patience.
