First, check basic network connectivity - PING is one way to do that,
but check with arp -a on the XP machine if the arp resolution was
successfull. If it was, it is most likely a firewall issue on the
Vista machine. If it wasn't, then the issue is probably with your
networking equipment, like a firewall in the access point.

First, make sure that you turned file sharing on:

You can see this by doubleclicking the network icon left from the
clock. The two boxes marked in red should be active. I'm sorry that
the screenshot is in moon language, but i don't have access to an
English Vista right now.

Also, many other software antivirus packages include firewalls. They
may also be active.
