Its primary function is to deal with programs that have a registry key
open and don't close it quickly enough (or at all) when shutting down.
It appears that Windows tries to wait for the keys to be closed so that
the registry isn't corrupted before it shuts down. However some programs
open a key to read it but never close it and have no intentions of
updating it. Sort of another version of the memory leak problems.
I have seen this tool help enough shutdowns that it is part of my
standard install practices now.
