Chuck,

Have a notebook user with a docking stations and the flat panel monitor
attached to it has decided to only show the Desktop Background - no Task
Bar, icons, etc. I've tried all kinds of things with no luck.

It sounds to me like it is being treated as a secondary monitory (i.e. as in
two discrete monitors) instead of the primary monitor. By default the
secondary monitor would not have any icons, app windows, or task bar. Try
moving the mouse/touchpad in every direction and see if you see a mouse
cursor appear. It most likely would have the "secondary" monitor positioned
to either the right or left side of the primary, and my guess would be to
the right.

If you find a mouse cursor, right click and you should be able to get to the
display properties. From there go to the Settings tab and disable the
secondary display. That may make the notebook feed the primary display
image through the docking station.

The laptop may also have a function key which cycles through the various LCD
states, such as laptop only, external only, both (mirrored), and dual
display.
