Win SP2 and VPN -- PCTECH

A new customer is setting up a vpn for remote access. 
Remote users with Win XP sp1 are able to use Microsoft VPN.
Users with Win XP sp2 (and not running Win firewall) are unable to connect. 
We get ERROR 800 from the vpn connection, and Windows docs point to 
the router config, yet same router talks to service pack 1 users. 
Any ideas?
