There's a URL I'd like to register but it is currently registered through
Register.com. However when you ask their WhoIs option for details it says
that the domain is not found. There doesn't appear to be any web site or
mail server behind the name. For example a ping of the domain returns a not
found from the DNS servers.

Try looking it up on http://www.completewhois.org.

Short of finding who owns it and making them an offer - is there any way I
can shake this puppy loose?

Unless you can claim prior ownership for a trade name or copyrighted
term, I don't think there's much you can do.

Domain squatters are interested in making a buck ... so making an offer
might be the only thing you can do.
