from the cafe, is there a way to enforce the WEP/WAP?



Not to my knowledge.  The AP controls the wireless security, or lack
thereof.  And I'd suggest WPA at home, not WEP, unless your hardware will
not support it.

What do folks on the road do, who encounter this dilema?
