Jeff, It has to be Windows Server OS to be a domain controller. I would be careful about eliminating WINS, unfortunately. Active Directory does not need it, but if you have older applications that depend on NetBIOS resolution, you may still need it. We still run it just to be safe. On DNS, the Windows DNS is "Active Directory Aware". I think it is possible to run DNS somewhere else, but the easiest thing is to run it on the domain controllers.
