I ran a speed test on it and it tested out at 53-59k. I attached a laptop to the line and it tested out at 955k. I have swapped network cards, checked the mtu setting and it is at 1500. I used system file checker and no corrupted system files. I repaired ie just in case there was a problem with the browser. The connection is set to never dial. I have run pest patrol and a full antivirus scan. I even did a scan and defrag just in case there was a disk problem. We also checked to make sure there were no irq conflicts.
