"I use a combination of HomeSite (Macromedia) and VisualStudio.NET.
Macromedia's Studio MX also get's rave reviews.

However, what does your friend want to learn? If he has _no_ HTML
experience something like notepad and a xxx for dummies book might be
the best thing for him. Trying to learn web development/HTML by using
any of the designer tools is like trying to learn RPG by using Lansa or
Synon.

Remind him too, Word outputs HTML is he's looking to create a simple web
page.

Thanks Walden. I agree with you. Personally, I started to use Macromedia
Dreamweaver and Flash for little stuff. I have to say that been able to
start in MS FP helped me to understand a lot of stuff I was never thought
before. In my world, I need to "visualize it" to "understand it" so
usually I wanted to draw "the things" things and publish... I was not able
to process more complicates items such as cascading, javascript, frames,
etc. That was too complicated for me.

So I said that he need some tool that will stimulate to "go forward"
instead of freaking out, you know? I am pretty sure that as soon as he
gets in touch with the floor and the roof of the website concept, he will
switch to Macromedia... I will tell him..

Thanks buddy!
