Don't know if I'd recommend OS/2.  Be sort of like buying a Betamax
camcorder these days....yes, it might be "better", but it is a very dead end
direction to take.

If "messing about with PC's" is "fun" for him, then go the Linux and/or
upgrade route.  If the goal is to get a machine up with the least amount of
pain and maximum stability, go the Dell and WinXP route.

In any case, I'd recommend dropping the existing boat anchor over the side
with no rode attached (for the non-nautical, an anchor rode is also known as
a "rope" or "chain" by land lubbers).
