My own thought was that he'd better off installing OS/2 or Linux, or buying
a used motherboard and some memory  -  pretty cheap these days. 
 
My memory is dim, but weren't there some limitations to the number of
files/directory with 98?

Another thought: You can buy a brand new machine from Dell for only about
$400 these days (less monitor).  Why screw with an ancient machine and a
very bad OS (win98).  At best if you get it up and running you've still got
a barely runnable system.  Spend the money and end up with something decent
for your troubles.
