Windows graphic program

Nothing fancy but one requirement is that I can EASILY replace one color
with another say true black 0,0,0 with say 3,3,3 so it still looks black but
is not true black.  Pgm I use that these graphics go in uses 0 0 0 as
transparent color any pixels 0 0 0 show background behind picture not black
