Blank item in startup -- PCTECH

I'm running Windows XP Professional.  Occaisionally when I open IE I'll get a 
pop-up out of nowhere.  I ran MSCONFIG thinking I could find thinking I might 
see something here and there's an entry in the StartUp tab with "StartUp Item" 
and "Command" blank.  How do I find out what program this is associated with?
