You can use CHGPF to change the CCSID of that file to 37, without hurting
anything. Since it was created as 65535, as most likely the "data" in
there is in reality already in EBCDIC ... :-)
CHGPF FILE(mylib/TEST) CCSID(37)
unless the file was created with RCDLEN(nnn), e.g. "program described"
(flat file).
You can also do it using CHGPF or SQL ALTER TABLE ...

DSPFFD and look at the columns you're interested in.
I haven't tried to use VS Code for SQL work; if it uses JDBC, the
connector should have a setting for CCSID 65535 which would
effectively let it pretend that the columns are really US English.
