No. The current stuff doesn't even really run on 7.1 (I think it is
theoretically possible, but you'd have to really know your way around
system-level C).

I think the closest you can get to open source on V5R4 is
iSeriesPython 2.7 (confirmed to work down to V5R3 but not V5R2), and
that's already very limiting compared to what we have now on 7.2+.
