Since the OS version is V7R1, I thought about introducing Python3 using

I was able to confirm that Python 3.4.2 work.

You should have quit while you were ahead. ;)

After that, I learned that I could upgrade to Python 3.4.10 and applied
SI69338.
After applying, I checked if the /QOpenSys/QIBM/ProdData/OPS/Python3.4
runtime exists.
but, it was deleted.

How can I solve this problem?

I don't know. Maybe Kevin Adler or someone else will be able to help you.

Do you know if you will be updating the operating system any time
soon? Everything is much, much smoother when you can use yum.

Though yum isn't officially supported on 7.1, you might still be able
to get it working:

It is definitely worth a try.
