Just to mention again. The problem was that I was calling the serve
command incorrectly. I needed to qualify the command with the path as in
/QOpenSys/pkgs/lib/nodejs10/bin/serve

I don't know if you read the information you linked to. It says to use
Qshell for batch. Which is precisely what OP did.
