Interesting. I don't even know if it's possible on our system to
create a column whose name contains a character outside the 7-bit
ASCII range, using any means.

I don't know if your issue is a "known problem" but I would not be
surprised if such column names cannot be manipulated with ibm_db_dbi,
despite your CCSID.

As a workaround, get the column names from SYSCOLUMNS, since there the
"names" are just data, which you already confirmed you can work with.
