Not really. IBM already disclosed the intent to release community PHP in
collaboration with Perforce (formerly Rogue Wave / Zend).

Zend will continue to bring unique value-add, but clients will have the
community PHP option (as on other platforms).
Also of note, community PHP will be supported through IBM TSS.
