Not exactly 2924 only. There's also 2930, 2962, 2986, 2987, and 2989.
Of course, the only language objects are the messages that are used for
the placeholder descriptions:

DSPMSGD RANGE(OPS0001) MSGF(QOPS/QOPSMSG)

Message ID . . . . . . . . . : OPS0001
Message file . . . . . . . . : QOPSMSG
Library . . . . . . . . . : QOPS
Message text . . . . . . . . : IBM i Open Source Solutions Option 1


However, you're right - the messages are English only. The only reason to
not ship only 2924 is due to lower case characters being in different
locations in some EBCDIC encodings.

I think you need to do RSTLICPGM ... LNG(2924) - English only :-(
