Requests is an extremely popular package for Python, but it's
definitely third-party and definitely not included with Python. For a
lot of folks it's indispensable and thus easy to forget that it's not
included.
It is *pure* Python though, and it is compatible with both Python 2.7
and 3.4, so it should be easily installed using pip. (Most likely no
need for admin assistance.)
