I see my problem, well one anyway, I'm trying to replace an old cartridge that was in use, only based on the cartridge type not the drive type.

IBM CEs do not have cleaning tapes so they cannot help you.
As to your first question; I can only think of one of those tape devices in
the entire southeast Wisconsin area that's on a machine that's actually
still in use. There are several on machines that have been abandoned but
not yet decommissioned.
