It is absolutely doable, and the source wouldn't even have to move to
the IFS. (I do think things would be simpler if everything were
stream files in arbitrarily nested directories, just because then we
would have a lot more prior art to draw from; but that's not an
absolute requirement.)

I think the main issue, as it almost always is, is simply that it
requires resources to develop. IBM is unwilling to devote the
resources it would take to develop it. (I say this without judgment
of IBM; it's simply a fact.)
