It is called being an accessory to the crime.

If you are there when the crime is committed ... such as a party where drugs & alcohol consumed by children, or in a car where an occupant does something bad.
If you hear about the crime being planned before it happens.
If you find out afterwards that the crime was done by whoever.

You have an obligation to inform the authorities. But in practical terms, a lot of crimes are so inconsequential, the police not want to be bothered.

I am pretty sure that being a witness to a crime is not. in itself, a
crime. Is there any law that makes it a criminal offense to not report
a crime?
