I talked with an IBM business partner about two months ago about that and he said the software you buy. And when you could not transfer it, that made sense. But now I think you can transfer Licensed program products (LPP). So it would seam like you should be able to lease them, if not at least now you should be able to sell it after you are done with the software. IBM really needs to have a good page on what is allowed and what is not with LPP.
