Perhaps the best advice is to review your area.  I've had consistent,
reliable, stable ADSL access at home for three years, though I've heard that
business usage can drag it down during the weekday.  Locally there were
cable horror stories as demand overwhelmed capacity.  Those first cable
Internet subscribers in town watched performance degrade week by week.  In
neighboring towns I have friends who swear by cable.  Their Internet
performance is consistently better than mine.
