No, I don't think that any critique is unjustified. Of course, I tend to believe that in the case of many national security issues it really isn't possible to have a valid critique in the public eye. An agency which has people in the field isn't really able to make public information provided by those people without jeapordizing them. So public "critiques" of such agencies are obviously done half blind. They cannot really be for the finding of all the facts.
