No first-hand experience here, but from your former posts about PTFs, I'd think that a given OS release supporting Power 11 will run on Power 11 without any PTFs applied. After the migration you can surely reload CUME/TR and apply to be sure.

Given the monolithic nature of LIC, I'd even guess that all LIC PTFs get applied, regardless of the actual hardware being used. But this is just a guess.
