* Is this server local to your PC/Mac?
* If remote: what is your latency/ping response time ?
* Have you check DNS resolution? Is *LOCAL or *REMOTE ? (Try *LOCAL, please)
* What is your TCP Send and Receive buffer? Try at least 1MB (CHGTCPA <F4>)

And yes, Filezilla with SFTP can be faster than ACS...
