It's an anomaly that /tmp isn't deleted on PASE at IPL.
Probably because IBM themselves do tricky things when doing maintenance and debugging on a system that put stuff in /tmp
You do not want things in /tmp to be in the "exact state as it was at save time" because oddities such as fs links representing sockets are there while programs are running.
You do not want this.
Nothing should exist in /tmp that you cannot lose forever.
Never back up /tmp

Well, that's probably okay if those things are expendable. But from a restore PoV, I'd expect to have the system on DASD in the exact state as it was at save time.
