Unfortunately, some people still have the mindset that IT is just eating up money. Alleging the "must" to modernize just to have GUI feeds this mindset.
IT is a tool, ideally to help in getting company relevant things done. Imagine taking away all the computers and bring back pen, paper, and typewriters. Not just superficial. Think it through for every department. This is what those people miss to understand. IT is a tool. Buying an electric drill costs money. Keeping the drill functional needs maintenance and costs money. But you can drill holes more quickly and more precisely than with a manual crank drill.
As soon as you apply this thinking, it's no longer a question of GUI or TUI, but what does it take to keep the machinery running smoothly, so it's still useful as a tool — to keep the company functioning. This is the high-level goal a CEO should keep in mind. And trust its minions to help in achieve this goal with a reasonable amount of money.
You put money in and get a more or less large amount of productivity increase out. Not investing is the same as putting sand in between the gears.
