There is no such setting as USRCLS(*GROUP) - I don't think groups are so complicated as you suggest. There is a hierarchy of how authorization is determined, and groups are a part of that.

Supplemental groups are only up to 15 additional groups used for determining authorization, again. There is a chapter in the Security manual about how all this works, that would be helpful.

So, I hear you say that yes, Groups can be used on the AS400 (albeit can be messy). That one is AUTL lists and the other is a user profile of type USRCLS(*GROUP) and then there are supplemental groups!
