Depends. Once you understand how FTP works in the background, and hence the difference between active and passive mode, it's relatively easy to further isolate the fault.

It's always been either a firewall setting on the PC, a server side setting or some fanagled security software in the midst.

This is also my observation.

I have one customer that I can't FTP at all using the command line FTP but other windows based clients work fine... it's odd.

Well, not really. People here have suggested Windows command line FTP does not support passive mode at all. Since I'm not a regular Windows user, I pass this on.
