The one thing that I have seen about going to PWDLVL 2 first and not
directly to PWDLVL 3 is that you can still roll back to 0 or 1 if things go
really bad. If you go directly to 3, you can't roll back without a lot of
pain.

A ticket was opened with IBM and this is their response. Why can't the
documentation be this clear.

. When you move up from Password Level 0/1 to 2, a new password is
created for every user that has a Password on the system. This new password
is stored as both an all lower case version of the user's password and an
all upper case version of the same.
. This new password is now encrypted using the algorithm for Password
Level 2/3
. The System also keeps a version of the password for each user
encrypted with the algorithm for Password Level 0/1.
. This password is kept by the System in the case you decide to revert
to level 0/1 after moving to Password Level 2. That is why Password Level 2
is often referred to as the Compatible Password Level.
. When you move to Password Level 3, the encrypted password for Level
0/1 is removed by the system. This is the password that the documentation is
referring to.
. Because this password is removed from the system at Level 3,
reverting to Level 0 requires that you assign/create a new password for
every user.
. The two passwords (all upper case and all lower case) encrypted for
Level 2/3 are kept on the system.
. This password (both versions) can still be used while at Level 3.
. The two passwords (all upper case and all lower case) will be
removed for each individual user when the user's password expires while at
Level 3 and they are update their password.
