If you change to level 3 the old passwords will still work until changed.
They will still work after change if the new password meets level 0/1
rules.
We changed from 1 to 3 and all users had no problems.

I think that I misread some of that answer. Consequently, my question is
different from what I just posted but I can't do a recall on it. :(
When they changed to LVL 2, all passwords were stored in uppercase and
lowercase. Maybe not an exactly correct statement but using all uppercase
or all lowercase works, but mixed case does not.
When they change to LVL 3, does the uppercase and lowercase still work the
same until the password is changed? I know once it is changed it must
match case. I would assume this to be true because you can go from LVL 0
to LVL 3 (bypassing LVL 2). Just trying to clarify what happens with
passwords that have not been changed.

Nobody goes back (alive) so I wouldn't worry about losing level 0 or 1
passwords. Therefore when it clears the level 0 or 1 passwords you still
have level 2 or 3 passwords. (Check QSYS2.USER_INFO) Level 2 was a total
waste of time and forced us to use additional downtime to do another IPL
to get to 3. If anyone is thinking of making the move then just go to 3.
The only exception might be compatibility with really old unsupported
versions of Windows. I mean really old. OTOH, if you're looking for the
final excuse to kill them off...
