You’re looking for Media and Storage Extensions (no longer extra $$). With that you’ll be able to write a tape handler. You can of course do it yourself but the trick is the registry point for tape handlers.

My budget is $0.00 and whatever time I can find while eating lunch at my desk. BRMS is not an option.
