One way to verify if it is a local problem to the PC is put ACS (or Mocha for instance) on the PC and try it. If you use ACS just them the old client access is dead (and long since moldering in the ground) and it cannot be fixed.

Maybe a bit harsh but it’s been too long for excuses for not changing to ACS.
