Found out the problems, and every one of them is my own damn fault:
1. The version of HTTPAPI in use is too old (1.24) to *have* http_urlEncode().
2. It's a custom build that I made many years ago, with the entry points resequenced for some obscure back-release compatibility issue Switching to a current version without duplicating the customization would break a fair amount of our software, and reproducing what I did for the custom-build would take longer than simply pre-processing the parameters.
3. (for the slightly garbled response translation) I *could* have (and *should* have) included the xml_xlate() in the exports for my custom-build, but like a complete dodo, I didn't.
Maybe I ought to just retire to the back-country and live in a wigwam.
