First, thank you to everyone who responded to my question.
Second, I wanted to provide a little feedback.

We ended up taking an unused Dell micro form factor PC and wiping it.
Then, we installed a version of open-source Linux and TN5250J.
We can replicate this process easily and at no cost.

Thank you to the group a great place to exchange ideas and tips.

depending on the goals you pursue, you can use from modernization
products (you can ask different vendors in this group) to browser based
terminals like Tiny Term or something like this container-based solution
we have built just for fun (and a good friend asking for a Citrix
replacement)

Both are ~free options (you need a server on the 1st scenario) just to
get a browser-based terminal.
