You know, based on some 7.2 documentation I'm seeing there was a bin
subdirectory underneath PASE. This directory was where an aix guy could
copy something he could copy to his AIX system to get stuff from IBM i.
Maybe someone decided no self righteous AIX developer is going to download
an aix binary from IBM i so they stopped providing it. But they decided to
create a phantom for it instead of actually updating CHKPRDOPT to stop
checking for them.
IBM has a history of this behavior.

Apparently there is a lot of messed up stuff in option 33 that IBM has vs
cleaning up the chkprdopt.

Yes, finally not an authority issue on PUB400 as well, with probably the
same setup as your new LPAR. However, I cannot see any reference to
/QIBM/ProdData/OS400/PASE directory removal at 7.5 install. There is
nothing in Memo to users.
