More specifically you need the
"ACS Windows App Pkg English"

That has the windows specific stuff like ODBC, OLEDB, and .NET drivers.

It also has some windows help files,
- OLE DB Provider Technical Reference
- Programmer's Toolkit
- .NET Provider Technical Reference

If you've already installed the Windows App Package,
You should see links to the help files under the "IBM i Access Client
Solutions" folder on your start menu.

However,
it looks like it is going to install DB2 on my laptop not just the .dll
