If you have ipl options (CHGIPLA) set to STRTCP(*YES) I would expect that tcp/ip is fully operational after your STRTCP and DLYJOB(30).
Looking at the error messages you provide the return code of CPIB683 = 3409 = Operation timed out.
The other error CPIB687 with return code 3435 = Cannot reach the destination network.
Is there any more details in the QZLSSERVER joblog?
Any other tcp/ip related changes lately?
