According to page 48 of the DDS manual, unless you have the DFT keyword
defined for the field, date and time fields are automatically populated
with the current system values.
I am assuming when you say a DDS file that you have the "A" specs where
you have added the fields as opposed to adding them with a SQL ADD COLUMN
statement.
