I noticed that, on the same HMC, a P9 will have:
Installed Level
Activated Level
Accepted Level
Platform IPL level

A P10 will have
Installed Level
Activated Level
Deferred Level

According to the case I have open with IBM Installed is supposed to be the
P or Permanent side.
On P9 and earlier the Accepted is the T or Temporary side. The Activated
shows which side you're running on.
On P10 the Activated shows the T side. (according to my case). However
can't you IPL to the P side? Wouldn't Activated now show the P level?

On P9's there was a firmware option to "Accept" which copies the T side to
the P side.
On P10's to make the T side permanent you ran the same update/upgrade twice.

There's also this weird situation in which a P10 firmware upgrade (as
opposed to an update) will leave your P side at a higher level than your T
side. It's noted in this upgrade that you should run the upgrade twice.
If you have this situation and you failed to see it when you get to the
next update you can run that one twice to fix it. I had to run that next
update twice, on both P10s.

When installing the FW1030 firmware to a system that previously was at a
FW1020 level, you need to complete the upgrade then perform the upgrade
again consecutively. This to ensure both the T (temporary, also known as
current) and P (permanent, also known as backup) are equal. This was
previously known as the "Accept" process that was performed automatically.
This will be addressed in a newer release/PTF of the HMC to automatically
do the accept.
Improvements in FW1030.00 and higher to the eBMC will cause any IPL from a
backup side that is at a FW1020 firmware level to fail. An AC power cycle
would be required to recover from this condition.
