I find that you should order PTF's, do SNDSRVRQS, etc on a regular basis.
The network people often do a scan that if a port, etc is not used during
the time period they check they assume it's not used and shutdown the port.
Also, try a STRCMNTRC and then try the operation. When done use the
DMPCMNTRC with the FORMAT(*PCAP) option and send this file to your network
people. They have tools to analyze pcap files.

IBM says it must be with the network.
The network guy says it must be with the Power 8 server (7.3).

The network guy says he can see the request going out but nothing comes

Progress is not being made on the Call Home because both side are pointing
the finger at the other.

There have been MANY changes on the network side (IP changes, firewalls
and switches).
Nothing has changed on the IBM side.
