I just installed it on my 9.6.

Download FP 13 and unzip it.
Installation Manager (mine is v1.9.1.6)
File > Preferences > Add Repository. Mine looks like C:\addons\RDI-9.6.0.13-DISK1\disk1\diskTag.inf
Apply, OK.
Click Update.
Make tea.
Select IBM Software Delivery Platform, Next.
See Version 9.6.0.13, Next.
See 'Validation results' telling me to turn off my antivirus. I do not do that, but I do click Next.
See the Licence Agreement. I select 'I accept' and click Next.
See the Features. I make sure that 'RPG and COBOL Tools' is selected, and also 'Eclipse Git Team provider' (I do use Git). Click Next.
See Target Location. I want to put this in the same place as the rest, so I click Update.
Drink tea.
Click Finish and start RDi.

It seems like a lot, but it only takes one cup of tea :-)
