Sounds like you need to extract the business logic and then rewrite in one
of the following:

- Java + JDBC
- C/C++ + ODBC
- Python + ODBC

There are other possibilities but basically you're going to use JDBC or
ODBC to talk to Progress and MSSQL unless one or the other have provided a
REST API.
