Correct. If it's written in RPG, then you basically have to rewrite it
in something else. To the extent that the application consists of
calculations and database accesses, the logic tends to be relatively
straightforward, so that can mostly be "transcribed" rather than
completely reengineered. If it's an interactive application, the user
interface will probably have to be built from scratch.

If it's written in COBOL or C/C++, then the transcription part should
be easier, but will still need tweaks.
