It's the Humans with Law Degrees that are the problem. they make (and
break) said rules.

That's why I ask for a *person*. Even IBM is not an empty hull, it's
humans. Humans, who behave according to rules other humans have established
as part of employment, getting a salary in return. My maybe naive
assumption is that if you follow the chain of superiors not wanting to do
something wrong and better escalate the request, sooner or later there's
one who is legally allowed to issue a permit. Obstacles might be employees
just unwilling because of laziness, or perceiving me as a David not being
worth to be recognized by the big Goliath.

Unfortunately I think you need to follow their wishes.

I do. But I think it's not wrong to ask to be heard, right?
